Introduction
The Resource Typing Library Tool (RTLT) is an online catalogue of national NIMS resource typing definitions, job titles/position qualifications, Position Task Books (PTBs), and skillsets provided by the Federal Emergency Management Agency (FEMA) National Integration Center (NIC).
RTLT consists of five primary pages: Home, Browse, Links & Tools, About, and Help. Users can navigate through these pages by selecting the tabs at the top of the screen.
- Home Page: Welcomes users to RTLT and provides quick access to the various features of the site. Also provides search capabilities to assist users in finding resource typing definitions, position qualifications, PTBs, and skillsets.
- Browse Page: Provides access to available resource typing definitions, position qualifications, PTBs, and skillsets. Also provides search capabilities to assist users in finding definitions, qualifications, PTBs, and skillsets.
- Links & Tools Page: Provides a list of links and tools that may be helpful when working with the resource typing definitions, position qualifications, PTBs, and skillsets.
- About Page: Provides an overview of RTLT as well as an explanation of resource typing definitions, position qualifications, PTBs, and skillsets.
- Help Page: Explains the features of RTLT and how to interact with and navigate the site.
Browse Page
When a user navigates to the Browse page, all available resource typing definitions, position qualifications, PTBs, and skillsets are displayed by default in a summary list. Seven columns are displayed in this summary list. These columns are explained below:
- ID: The unique identifier assigned to a given resource typing definition, position qualification, PTB, or skillset.
- Type: The type of document (resource typing definition, position qualification, PTB, or skillset).
- Name: The name of a given resource typing definition, position qualification, PTB, or skillset.
- Resource Category: The resource category to which a given resource typing definition, position qualification, PTB, or skillset has been assigned.
- Primary Core Capability: The primary core capability assigned to a given resource typing definition, position qualification, PTB, or skillset.
- Status: The current status of a given resource typing definition, position qualification, PTB, or skillset.
- Actions: Available actions for the user to take.
In the Action column, select "View" to view an online version of the selected resource typing definition, position qualification, PTB, or skillset. Select "View PDF" to view an inline PDF version of the selected definition, qualification, PTB, or skillset.
The summary list of resource typing definitions, position qualifications, PTBs, and skillsets may be sorted by column by selecting a column header.
Searching Resource Management Documents
When on the Home page or Browse page, users can search and discover resource typing definitions, position qualifications, PTBs, and skillsets by using the search box. Users may search by:
- Name
- ID
- Status
- Resource Category
- Core Capabilities (Primary, Secondary, and Supporting)
Note: A space character functions as an "AND" in the search text. So searching with the phrase "Public Works Published" will search for items with "public" and "works" and "published" in one of the fields included in the list above.
To return to the full list of available resource typing definitions, position qualifications, PTBs, and skillsets users may select the "Browse" tab at the top of the screen.
Building a PTB from Selected Skillsets
When viewing a skillset, users have the option of building a PTB from that skillset. To do so, users may select the Build PTB button to launch the Build Skillset PTB screen.
On the Build Skillset PTB screen, the user may name their custom PTB, identify the level of responsibility for the position, and select the skillsets within RTLT that should be a part of their custom PTB.
Once selections are made, a PDF version of the custom PTB may be viewed by selecting View PDF. Users may then save the PDF as needed.
Note that custom PTBs are not saved in RTLT. Once the user refreshes or closes the browser window, the selections made will be lost.
