Overall Function
The Damage Assessment Team – Public Works:
1. Records and documents observations with digital photography and video recording
2. Estimates disaster damage in terms of magnitude and monetary value
3. Receives initial damage reports from the Rapid Needs Assessment Team
4. Provides a general damage assessment and coordinates with specialized teams, such as the Repair Team – Sewer Mains or the Repair Team – Water Pump Facilities, to develop in-depth assessment and repair estimates
5. Coordinates with incident command, Emergency Operations Center (EOC) and other damage assessment entities to identify and prioritize areas needing assessment
6. Coordinates with Authority Having Jurisdiction (AHJ) regarding necessary repair estimates
Composition and Ordering Specifications
1. Discuss logistics for deploying this team, such as working conditions, length of deployment, security, communications, lodging, transportation and meals, prior to deployment.
2. Requestor specifies any specialized capabilities necessary, such as structural or bridge-related experience.
3. Requestor specifies need for confined-space entry.
4. Requestor orders specialists in other disciplines—including building safety, geological survey, environmental compliance and public health—to assess specific types of damage based on incident needs.
5. Requestor specifies any mission-specific supporting resources necessary.
