The Hazard Mitigation Planning Team provides the technical expertise, experience, and functional management for the development of FEMA approvable pre or post-disaster Hazard Mitigation Plans. It can directly assist one to four communities simultaneously or assist a state, tribal nation, or territory in managing Hazard Mitigation Plan development for its eligible communities as a whole

The Hazard Mitigation Planning Team provides comprehensive mitigation planning assistance to another Hazard Mitigation Planning Team staffed with comparable positions to build local hazard mitigation planning capability and establish a Hazard Mitigation process through plan development and adoption

1. Discuss logistics for deploying this team, such as working conditions, length of deployment, security, lodging, transportation and meals, prior to deployment
2. Specific individual personnel resources should be ordered as a separate resource
3. The ordering agency should establish a planning team comprised of their staff to carry out and carry on planning responsibilities, comparable to the Hazard Mitigation Planning Team
