Types
Type 1	The Mine SAR Strike Team/Task Force Leader: 1. Manages resources within their assigned strike team/task force 2. Reports on the progress of operations and status of resources within the strike team/task force 3. Implements the assigned portion of the Incident Action Plan (IAP) 4. Operates within the Incident Command System (ICS), in a specialized position on the Mine SAR Strike Team/Task Force 5. Operates in environments with and without infrastructure, including those affected by disasters and terrorism; with compromised access to roadways, utilities, and transportation; and with limited availability of shelter, food, and water 6. Provides: a. Safety of self, team members, and operations b. Medical care for self, team members, and survivors c. Simple decontamination of self and members d. Basic ground support capability for helicopter operations 7. Coordinates with ground vehicles, watercraft, and aircraft for support, transportation, and evacuation

Requestor should request persons with the relevant technical certifications and endorsements to lead a strike team or task force. For example, if the Strike Team/Task Force Leader is leading Mine SAR teams, the requested individual should possess both Team Leader and appropriate Mine SAR Technician qualifications.

Experience

The National Fire Protection Association (NFPA) 1006: Standard for Technical Rescuer Professional Qualifications and NFPA 1670: Standard on Operations and Training for Technical Search and Rescue Incidents address knowledge, skills, and abilities standards.

Type 1

Knowledge, Skills, and Abilities: 1. Knowledge of the Emergency Management Assistance Compact (EMAC) deployment process 2. Knowledge of Mine SAR and associated hazards 3. Completion of a Strike Team/Task Force Leader position task book or equivalent Authority Having Jurisdiction (AHJ) documentation 4. Comprehensive knowledge of operations, tactics, strategy, and safety considerations specific to the mitigation of the exercise, planned event, or incident 5. Provision of oversight and supervision within a respective area to ensure the objectives established for their area are accomplished AHJ-validated experience demonstrating the following: 1. Incident management 2. Operations at an incident or exercise as Mine SAR Team Leader and Strike Team or Task Force Leader

Physical/Medical Fitness

The NIMS Guideline for the National Qualification System (NQS) defines Physical/Medical Fitness levels for NIMS positions.

Type 1

1. Arduous 2. Meets minimum physical fitness and swimming standards, in accordance with the AHJ’s Job Related Physical Ability Test (JRPAT) 3. Maintains AHJ-determined physical fitness standards suitable for the environment and typing 4. Maintains immunizations in accordance with the U.S. Department of Health and Human Services Centers for Disease Control’s recommended adult immunization schedule for the United States of America

Currency

Provider must carry out and use any background checks as applicable law specifies. This may include a background check completed within past 12 months; sex-offender registry check; and a local, state, and a local, state, and national criminal history.
