Overall Function
A Public Assistance/Infrastructure Hazard Mitigation Specialist assists communities by identifying, developing, quantifying, and/or reviewing public works and infrastructure mitigation projects for sound mitigation techniques and eligibility for Public Assistance (PA) 406 Mitigation funding. The Public Assistance/Infrastructure Hazard Mitigation Specialist also manages 406 Mitigation grant projects that promote mitigation measures that reduce future loss of life and property, protect the federal investment in public infrastructure, and ultimately help build disaster resilient communities through the Permanent Work Categories (C-G) of the Public Assistance Program as authorized by Section 406(e) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act

Type 1The Public Assistance/Infrastructure Hazard Mitigation Specialist: 1. Identifies, develops, quantifies, and/or reviews projects for sound mitigation techniques and eligibility for PA 406 Mitigation funding for Permanent Work (Cat. C-G) 2. Communicates 406 Mitigation rules and processes with internal and external partners (e.g., Emergency Program Manager, HM Officer, Building Official, Construction Cost Estimator, Public Works Director) 3. Identifies the potential for projects as determined by disaster related damages within the Local HM Plan, County HM Plan, and capital improvement plan to provide recommendations and assist with the development of innovative strategies and add resiliency across Cat. C-G 4. Assists with the development of cost effective, technically feasible, and environmentally compliant 406 Mitigation project applications 5. Performs Benefit Cost Analysis (BCA) using FEMA approved BCA software or methodology for potential 406 Mitigation projects 6. Develops and prepares justifications and narratives on the outcome of the analysis 7. Upon grant award, manages the project grant in accordance with FEMA PA grant requirements
