The Hazard Mitigation (HM) Floodplain Management Specialist supports internal and external stakeholders to ensure the implementation of floodplain management best practices in a post-disaster environment. This position also supports various mitigation programs, including Federal Emergency Management Agency's (FEMA) HM assistance, HM grant, and Public Assistance (PA) mitigation programs.

Type 1The HM Floodplain Management Specialist: 1. Provides technical and programmatic assistance to internal and external stakeholders on floodplain management activities in pre- and post-disaster environments 2. Helps participating communities identify solutions to post-disaster compliance issues, with special emphasis on repetitive loss (RL) and substantial damage 3. Interprets geographic data related to Flood Insurance Rate Maps (FIRM) and Flood Insurance Studies (FIS) 4. Supports the community's floodplain mapping update by participating in mapping needs meetings, providing updates on flood hazards, and helping the community understand and adopt new flood maps 5. Obtains National Flood Insurance Program (NFIP) information from HM insurance specialists to identify specific issues in affected communities 6. Consults with floodplain management staff concerning ongoing issues and the floodplain management history of communities in designated areas 7. Coordinates with mitigation staff to ensure that floodplain management activities support the goals and objectives for disaster recovery 8. Supports the delivery of technical assistance to community and state stakeholders on floodplain management topics 9. Serves as a resource on coastal zone floodplain management, including the Coastal Barrier Resources Act, Otherwise Protected Areas, FEMA Coastal Construction Manual, and tsunami inundation mapping
