Type Description
Type 1Same as Type 2, PLUS: 1. Reviews HM plans developed by local governments 2. Provides recommendations for improving HM plans or integrating HM plans with other community plans 3. Provides HM assistance to a community which has some mitigation planning capability 4. Develops the multi-hazard mitigation plan to ensure compliance with Section 322 of the Disaster Mitigation Act (42 USC 5165) 5. Accesses and uses FEMA technology, the Benefit-Cost Analysis Toolkit, and other tools and systems 6. Ensures that the plan strategies are incorporated into HM strategies and recovery efforts 7. Provides training in HM planning 8. Coordinates with local, state, tribal, territorial, and regional planners and stakeholders as appropriate
Type 2The Type 2 HM Planner provides HM planning technical assistance to applicable units of government and: 1. Develops or updates the HM Plan and FEMA-acceptable HM plans 2. Analyzes existing plans 3. Determines the scope of new plans 4. Provides on-site planning assistance 5. Develops a local planning team and planning schedule 6. Conducts planning meetings 7. Undertakes research pertaining to the community’s hazards, risks, and vulnerabilities 8. Identifies existing capabilities 9. Identifies loss-reduction opportunities and implementation strategies 10. Provides recommendations for employing Public Assistance, 404, 406, and other mitigation grant programs as part of the HM plan 11. Integrates HM plans with other community plans, including land use, capital improvement, special district, and master plans
